Russian portaloos

To increase the usability of portable toilets in Russia- Moscow to be precise, red square to be even more so- have the end cubicle as an office for a lady who charges you and cleans the unit after use.

While observing a few diferent ones I noticed that they always seemed busy even where there was no one spending a penny.

Not sure if it is an odd phenomenon, people hang out in public toilets in the UK offering aftershave and hand towels. Yes. It is odd. Popping into a portaloo in red square and comming out to a lady who wants money is surprising and disorientating “who is this woman?”.
